MISSION
Public health and humanitarian affairs technology solutions
Public health emergencies and humanitarian crises need fast coordination and clear information. Whether responding to a pandemic or supporting disaster relief operations, agencies need reliable systems for data sharing, analytics, and collaboration.
INCATech supports public health and Humanitarian Affairs missions by delivering secure, mission-ready technology that helps agencies save lives and reduce suffering. Our solutions strengthen outbreak tracking, crisis mapping, and partner coordination across government, NGOs, and international stakeholders.
Our technical practice areas are the backbone of how we execute public health and humanitarian projects. These core capabilities help agencies manage sensitive data, coordinate response efforts, and take timely action during high-impact events.
Core capabilities supporting public health and humanitarian affairs missions
Geospatial intelligence and crisis mapping

Geospatial Information Systems (GIS) play a critical role in crisis response. INCATech uses GIS to track disease outbreaks, plan vaccination site coverage, and track humanitarian aid distribution. Mapping data provides visual context that reveals patterns and gaps that may not appear in spreadsheets. For example, mapping COVID-19 case data against hospital locations helps identify where healthcare resources are under strain.
User-centered design for non-technical users

During a crisis, tools must be easy to use. INCATech applies user-centered design (UCD) so that public health officials, disaster responders, and mission partners can use systems without needing deep technical training. Interfaces such as dashboards and mobile tools help teams track relief supply deliveries and capture field assessments in real time.
Enterprise data management and integration

INCATech integrates data from many sources into unified dashboards and models. This may include epidemiological databases, census information, and on-the-ground reports. These integrated systems help agencies coordinate with NGOs, partner governments, and other stakeholders using shared, consistent data.
Secure cloud services for global collaboration

INCATech uses secure cloud services to support controlled global access to mission data. Our cloud architectures allow authorized users to access information from anywhere while maintaining strong access controls. This protects sensitive data, including patient information and confidential diplomatic communications.
Proven support for high-impact missions
Federal Emergency Management Agency (FEMA)
INCATech supports disaster response needs by developing maps of affected areas after events such as hurricanes. These maps can overlay population data, infrastructure status, and resource distribution points to help FEMA and partners with direct support to the areas with greatest need. INCATech also builds systems that track disease spread, model scenarios, and identify location-based risk factors to support public health decisions.
DOS Humanitarian Information Unit (HIU)
For the U.S. Department of State’s Humanitarian Information Unit (HIU), INCATech provided geospatial and data support that helped compile open-source information and satellite data into crisis maps. These maps support humanitarian operations worldwide, including monitoring refugee camp expansions and mapping earthquake impact zones.
DOS Bureau of Intelligence and Research (INR)
For the State Department’s Bureau of Intelligence and Research (INR), INCATech supported a Geospatial Data Strategy initiative. This work helped shape how the Department collects, manages, and uses geospatial data for global analysis. These improvements support decision-making across missions such as global health security and international crisis response.
How INCATech supports public health and humanitarian affairs missions
